Normally, I do not recommend soaking wood chips because until the chips dry out all you will get is unflavored steam from the water. The smoke from the wood chips is what flavors your entree.
However, if you want to impart a flavor from the steam, such as beer, wine, juice, or whiskey then by all means soak your wood chips before grilling or smoking.
The other consideration is the type of wood chips that you use. It seems to be common knowledge that wood
from the colder climates have more density than those grown in
year-round warm weather.
